1.                PURPOSE

This Handbook describes how TC Education Centre addresses the policies and practices stated in the CaseTrust for Education Accreditation Criteria in the areas of Policies, Communication, Practices & Systems and Personnel.

2.                SCOPE

This Handbook applies to TC Education Centre process of registration of students attending the MOE-approved courses.

3.                RESPONSIBILITIES

The Director shall be responsible for setting the policies for compliance to CaseTrust for Education accreditation criteria.All staff shall be responsible for ensuring that these practices are complied with.

Delivery of Educational Courses A1. Commitment to offer educational courses of satisfactory quality and clearly communicates this commitment in the mission statement.    As part of our continual effort to ensure that excellent education service is being rendered to our students, we have documented an Education Policy as follow: Education Policy TOTAL COMMITMENT TOWARDSTOTAL EDUCATIONAL EXCELLENCE TC Education Centre is committed to quality in our education services and will strive to consistently meet the quality needs of our students This education policy is clearly displayed in our school, Student Handbook, school website and all Course Brochures.  
Terms & Conditions of Course Delivery A2. Service guarantees to protect students against non-conformance to course guidelines.    The school is committed in ensuring that the courses delivered comply with all course guidelines and MOE requirements.  This service guarantee is clearly displayed in our school, Student Handbook, school website and all Course Brochures. The school has documented a Student Complaint Procedure that describes the system of documenting complaints and the complaints resolution process (See Appendix A). The school will also keep documents / records of the student’s name and contact, nature of complaint, resolution method and time taken to close the issue effectively. Average time taken to initially respond to a complaint should not be more than 3 days. 

Average time taken to resolve a complaint should not be more than 21 days.

 Average time taken to respond and answer to a query should not be more than 3 days.   
A3. Refund policy clearly stipulating the time frame and conditions for any refund. The school has the following refund policy: ¨        If written notice of withdrawal from course is received 30 working days or more before the commencement date – 100% refund of course fees   ¨        If written notice of withdrawal from course is received 14 working days or more but less than 30 days before the commencement date – 50% refund of course fees   ¨        If written notice of withdrawal from course is received 7 working days or more but less than 14 days before commencement date – 20% refund of course fees   ¨        If written notice of withdrawal from course is received  less than 7 working days before the commencement date or received after commencement date – 0% refund of course fees   This Refund Policy is clearly displayed in the school and is also documented in the Standard Student Contract, Student Handbook, school website and all Course Brochures.  
A4. Clear transfer/withdrawal policy.    The school has the following transfer / withdrawal policy: ¨        Transfer to another course of the student’s choice within TC Education Centre is allowed. Student must write in to request for transfer. ¨        Withdrawal from course is not encouraged but the school will assist the student with the refund provided the conditions in A3 are met. ¨        Should there be any cancellation of the courses, the school will cancel the Student Pass. ¨        Any deposits collected (if any) will be returned as part of refund should the student opt to withdraw from the course he has signed up provided the conditions in A3 are met. The Transfer/Withdrawal Policy is clearly displayed in the school and is also documented in the Standard Student Contract and all communication materials such as Course Brochures, Student Handbook and school website.  
A5. Terms and conditions for any deposits paid should the course be cancelled. Should the course be cancelled by the school due to low student intake, any deposit paid will be refunded in full. 

This Deposit Refund Policy is clearly displayed in the school and is also documented in the Standard Student Contract and all communication materials such as Course Brochures, Student Handbook and school website.

  
A6. Pre-requisites and requirements applicable to the various courses.   

For admission to our school, all students must go through a Pre-Requisite Test as entry requirement, which will be used to place the students at the different levels.

 This requirement / pre-requisite is clearly displayed in the school and is also documented in the Standard Student Contract and all communication materials such as Course Brochures, Student Handbook and school website.  
A7. Students are provided with all the necessary information prior to the beginning of the course. In the event where the information are changed, the school ensures that the students are promptly notified and sufficient time is given to students to prepare for these changes.         The school provides the following information to all its students: ¨        Details of all pre-requisites and requirements for pre-placement of course ¨        Details of orientation programmes and support programs (if applicable)¨        Details of student’s pass application process¨        Information on various accommodation options for students (if applicable)¨        Copy of student grievance procedures ¨        Details of the procedures and any implications of student’s withdrawal from course, non-attendance, termination of course by school and refund policy.¨        Details of the protection of the students’ tuition fees under the Student Tuition Fee Insurance endorsed by CASE¨        Various fields in the application form should be presented in two languages – native language and English language. Should there be any changes; students will be notified via flyers when they come for their lessons so that they are always kept updated.  
A8. Prospective student will enter into the Standard Student Contract OR a CASE-Approved Student Contract.    It is the school’s policy that all prospective students must enter into the Standard Student Contract. This policy is clearly displayed in the school and is also documented in all communication materials such as Course Brochures, Student Handbook and school website.  
A9. Under the Student Protection Scheme, the school will either have to open a Student Tuition Fee Account (Escrow) with one of the CASE-endorsed banks OR take up a Student Tuition Fee Insurance policy with (one of) the CASE-endorsed insurance company(ies).   The school has taken up the Student Tuition Fee Insurance Account with NTUC Income and this commitment is clearly displayed in the school and is also documented in the Standard Student Contract.
Pricing & Payment   A10. Policy committed to clearly displaying discounted prices.   At the time of application, this clause is applicable to local students only.
A11. Payment methods and channels available to students.   The school collects all its school fees in Singapore Currencies. Payment can be by Cheque / Cash only. We do not accept foreign currencies.   
A12. Commitment to avoidance of over or under-charging. The school is committed to charging course fees accurately. 

Total amount of course fees payable including the breakdown are clearly printed in the Standard Student Contract and all communication materials such as the Course Brochures and school website.

  
A13.  Commitment to state the non-tuition fees incurred, for example, administrative fees, course material fees and exam fees.

The school is committed to displaying its non-tuition fees clearly and accurately.

 The non-tuition fees payable including the breakdown are clearly displayed in the school and also printed in the Standard Student Contract and all communication materials such as Course Brochures and school website.  
Security A14. Commitment to maintaining the confidentiality of student data. The school is committed to safeguarding student’s data with the strictest confidence. The student’s particulars are used for the sole purpose of registration only. This commitment is clearly displayed in the school and also printed in the Standard Student Contract and all communication materials such as Course Brochures, Application Form, etc.  
 
 

B.                COMMUNICATION

External Communication B1. Provides effective mode(s) of communication to students. Upon enquiry or registration, we have made our contact nos. available to all prospective students. Our contacts: Address, Telephone No., Fax No. & Email Address are printed on all our course brochures.  
B2. The school has a system in place to inform CASE in writing of any change in the ownership of the school, the programmes or courses offered to the students, staff strength, addition of campus/branch, etc.   As part of our two-way communication channel with CASE, the school has put in place a system to inform CASE about changes to the following: ¨        Ownership of the school¨        Programmes / Courses¨        Staff Strength¨        Addition of branches, etc All these changes will be documented in a letter / email / fax to CASE for their record.  
Advertising and Promotion B3. B4. Adequacy of Information Marketing communications include accurate and sufficient details on course fees, quality, availability and terms of courses, refund policies and other student services, etc.
Advertising and Promotion B5. The website contains a transparent self-declaration signed by the Chief Executive Officer setting out important information so that the student is not misled.

B6. Clearly states the period for which promotions are valid.   Not applicable as the school does not offer promotion of its courses.
B7. Clearly makes available to both students and the public the details of the Student Protection Scheme undertaken (either Student Tuition Fee Account (Escrow) or Student Tuition Fee Insurance). The school has applied and has been granted the Student Tuition Fee Insurance Account by NTUC Income. It is committed to make available upon request to both students and public the details of the Student Protection Scheme undertaken. The Student Tuition Fee Insurance Certificate is prominently displayed in the school premise.
